In a bowl, mix together 3 tablespoons of soy sauce, 1 tablespoon of sugar, 2 teaspoons of cornstarch, half of the minced garlic, and all of the grated ginger. Add the sliced beef and marinate for at least 15 minutes.
Heat 1 tablespoon of vegetable oil in a large frying pan or wok over high heat.
Add the marinated beef and stir-fry for 2-3 minutes until browned. Remove beef from the pan and set aside.
In the same pan, heat the remaining vegetable oil. Add the remaining garlic, and then add the broccoli, red pepper, and carrot. Stir-fry for 2-3 minutes until the vegetables are slightly tender but still crisp.
Return the beef to the pan, add a splash more soy sauce if needed, and stir in the sesame oil and chopped green onions.
Toss everything together and cook for an additional 1-2 minutes to heat through.
Serve hot, garnished with sesame seeds.
