In a large mixing bowl, combine 4 cups of all-purpose flour, 1/4 cup of granulated sugar, 2 and 1/4 teaspoons instant yeast, and 1/2 teaspoon salt.
In a small saucepan, heat 3/4 cup whole milk and 1/4 cup unsalted butter until the butter is melted. Let the mixture cool to 110°F-115°F.
Add the milk mixture and 1 large egg to the dry ingredients. Mix until a soft dough forms.
Knead the dough on a floured surface for about 6-8 minutes until smooth and elastic.
Place the dough in a lightly greased bowl, cover, and let it rise in a warm place for about 60 minutes or until doubled in size.
Mix 1/2 cup brown sugar and 2 tablespoons ground cinnamon for the filling.
Roll the dough into a rectangle about 16x12 inches.
Spread 1/4 cup unsalted butter (softened) over the dough, and sprinkle with the cinnamon-sugar mixture, followed by 1 tablespoon of orange zest.
Tightly roll up the dough from the long side and cut it into 12 even rolls.
Place the rolls in a greased 9x13-inch baking dish. Cover and let rise for 30 minutes.
Preheat the oven to 350°F (175°C).
Bake the rolls for 20 to 25 minutes or until golden brown.
While the rolls are baking, make the orange glaze by whisking together 1 cup powdered sugar and 3-4 tablespoons fresh orange juice until smooth.
Once baked, let the rolls cool slightly before drizzling the orange glaze over them. Serve warm.
