Preheat your oven to 350°F (175°C) and grease a bundt pan generously.
In a medium bowl, whisk together 2 3/4 cups of all-purpose flour, 2 teaspoons of baking powder, and 1/2 teaspoon of salt. Set aside.
In a large mixing bowl, beat 1 cup of softened unsalted butter with 1 3/4 cups of granulated sugar until the mixture is light and fluffy.
Add 4 large eggs to the butter and sugar mixture one at a time, beating well after each addition. Stir in 2 teaspoons of vanilla extract.
Gradually add the dry ingredients to the wet ingredients, alternating with 1 cup of whole milk, beginning and ending with the flour mixture. Mix until just combined.
Remove half of the batter and transfer it to a separate bowl. In another small bowl, combine 1/4 cup of unsweetened cocoa powder with a few tablespoons of hot water to make a paste. Mix this paste into one portion of the batter until fully combined.
Pour portions of the vanilla and chocolate batters alternately into the prepared bundt pan. Use a knife or skewer to gently swirl the two batters together to create a marbled effect.
Bake in the preheated oven for 50-60 minutes, or until a toothpick inserted into the center comes out clean.
Once done, allow the cake to cool in the pan for about 15 minutes before turning it out onto a wire rack to cool completely.
