Preheat the oven to 375°F (190°C).
Cut the tops off the bell peppers and remove the seeds and membranes. Place them upright in a baking dish.
In a skillet over medium heat, cook the ground beef until browned. Drain excess fat.
Add chopped onion, diced tomatoes, cooked rice, minced garlic, chili powder, cumin, salt, and pepper to the skillet. Mix well and cook for another 5 minutes.
Stuff each bell pepper with the beef and rice mixture, pressing down gently to pack it in.
Sprinkle shredded cheddar cheese on top of each stuffed pepper.
Cover the baking dish with aluminum foil and bake in the preheated oven for 25 minutes.
Remove the foil and bake for an additional 5 minutes, or until the cheese is bubbly and golden.
Remove from the oven, let cool slightly, and serve hot.
